The people demand it. I was a student on an exchange program in 1996 right before the elections, and let me tell you -- I wouldn't have gone outside to look around on May Day, for example, if you paid me. There were people marching with posters of *Stalin* on them, as if he was running for office, too! My roommate did go out (she had aspirations of being a feminist journalist) and was cornered in a pretty dangerous situation, but a cooler head prevailed and provided her an escape route.
